What is London Living Rent and how does it work?

Is London Living Rent the right housing scheme for you?

London Living Rent is a housing scheme that’s recognised and funded by the government, offering an affordable way for middle-income Londoners to rent and save to buy a share of the home they’re renting, or another Shared Ownership home.

Rents (including service charges) are based on around one-third of local household incomes. They’re designed for people who live or work in London, don’t own a home, and have a household income of up to £67,000.

Tenancies are offered for a minimum of three years, giving renters stability and the chance to save for a deposit. Providers may offer tenants up to 10 years’ renting, before they buy a share of the home or another Shared Ownership home, although they may buy any time before that.

Who is eligible for London Living Rent?

London Living Rent is for Londoners who want to save towards buying a home but can’t yet afford to purchase one on the open market. To qualify, applicants must:

  • Live or work in London. Some boroughs or providers may prioritise people who live or work locally.
  • Have a household income that’s not over £67,000 a year.
  • Not own another home.
  • Be unable to buy a home that meets their needs, including through Shared Ownership, in their local area.

Housing providers will check that applicants are eligible.

How does London Living Rent allocation and prioritisation work?

Housing providers will also check that applicants can afford rent payments, while still saving towards a future purchase. They may set a minimum income requirement for specific LLR homes.

Some groups may get priority for homes in the first three months for which they’re advertised:

  • The Mayor encourages boroughs and housing providers to prioritise key workers, as defined here, for LLR homes.
  • In some boroughs, people who live or work locally may have priority.

Individual boroughs or housing providers may have their own additional eligibility or prioritisation rules.

Every provider must have a clear allocation process that explains how they allocate homes and when priority rules apply.

How much does London Living Rent cost?

The GLA publishes maximum monthly rents (inclusive of service charges) by number of bedrooms for new London Living Rent homes in every ward in London, and updates these figures each year. At the start of a tenancy, providers must let homes at or below these.

During a tenancy, providers may increase rents annually, in line with inflation.

Rent for London Living Rent homes is calculated using local income data. For most homes, tenants pay around two-thirds of market rent.
